Caleb is right.... ride height is measured from bottom of FRAME to the GROUND always.
High rear ride height is putting "rake" into the chassis by lowering the axle in the carriers and raising the rear of the chassis. this produces less side-bite to free up the kart, but will also give you less forward bite in a straight line.
