Cadet Set-Up for Jacksonveille 103rd St?

Just bought used '04 Birel Cadet chasis. Does have front bar but don't know model. 68lb 8yr old. Going there for the first time. Bar or no bar, wheels in or out, tire pressures, sprocket size, etc. Thanks.
