I have gotten a birel from a preson in mich. and it is my first birel.I noticed that he has the toes pretty far out,about a half inch. are birels designed to run toe out ?

The simple answer is no, and being in Michigan I have to defend the good name of Michigan. We didn't do it. Customers do strange things to their karts. Perhaps you check back through the archives in terms of the discussion on the toe measurement. The rest of the tech staff is building karts at the minute.

I looked in the search on toe measurements and could not come up with a soild answer.The kart and make is new to me.I looked on the chassis for numbers,and the only ones i could find where, Rs cik27-icc on the front bar and cr932 on the rear tower.If you might beable to find the factory settings for the front end on this chassis with those numbers. Thanks

Generally Birel recommends setting toe to 1mm out on the stand. This gives neutral toe on the track when the chassis is loaded.

With a used kart you also want to check the front end for slop; tie rod ends, spindle bearings, etc. These parts sometimes wear out and get loose. Your local Birel dealer will be able to help with parts if you need some.
