Tires and motor package please. Weight of the driver etc. All of that would help.
MG Yellow, TAG Rotax, 135lbs and standard axel, Temp. 70 f.!

Are you running with the fourth rail in? What type of seat are you using? I ouwld try taking the frot bar out to see what that does. Then I would put the bar back in and try narrowing the front, then remove caster, then move the spindles up. Hope this helps.

How mush is too much? Does the rear end step out abruptly, or does it just lack enough grip to stay under the Kart?
Personally I tthink the chassis is too stiff for your weight, so try to make it more flekible as Chris suggests. No one I know runs the fourth bar in, or if they dom, it's loose. There's a lot of dynamics taking place during a race, asn it's difficult to tell someone what to doo without seeing or feeling, what's happening.
As a suggstion, I'd take as much of the caster out as possible, and see if I could get the front end to push on exit. We generally work on the end opposite where the problem is, but you first have to be close. Move the tires out to the maximum, and use a softer axle. (THis lessens the "spring rate") How much air in the tires. We run between 10 and 18# on SL4's
Once you ge the front end to push, start adding caster until is doesn't, then take a bit more out. Loose is fast. By the way, make sure your CAMBER is not out of adjustment. Be surte it's the same right and left. BIG DIFERENCE HERE.
And, like flying, keep the pointy end forward, and the dirty side down.

The Birel m32 is going to take some time to sort out I am sure but we will get it right.
We have only raced this chassis once.
The best way I can explain it is, on turn exit it seems very planted then as wieght is transfered it has some oversteer.
The tires that were used, MG yellow, a tick softer than YHC, front 11lbs. rear 12lbs.
65-70f.
I agree a softer axel would help, we will try that as well.
Along with a few things that Chris has suggested.
