birel has a specific starting point in which they recommend mounting the seat in their karts. Please note, that the recommended position is based on the birel factory seat, all other seats will require more testing to find the correct spot for you, as they are shaped differently. Seat position is a fundamental piece of tuning the chassis, up to 60-70% of getting the chassis in the correct tuning window. Once you have the seat in that position, you can tune the chassis to your liking. If you feel that you need to move the seat to overcome an issue, you shouldn't need to move it more than 1cm in any direction.
To find this document that lists the proper dimensions and measurements, I suggest that you go to www.birel.com. You can use the Italian or English version if you like. Register in the technology section and look in the archives for the seat mounting document. Many other articles can be found in this section as well, I suggest using it as a reference and check back from time to time as things are added periodically.
