Just to confirm - all the photos on the site are of the 2009 C28z. The chassis now comes with an eccentric bushing to adjust caster/camber (perhaps that threw you off?).

I was refering to the front end, i thought the front fairing support now attaches to the frame not floor pan? Plus the steering support is now U shaped not V shaped?

Those changes are on the full-sized MTS s-1 karts - not the c28. The only changes to the C28 are the adjustable rear ride height and the 10mm narrower rear frame rails.
