New CX floating disk, not floating?

We just broke in our new RY30S1 on Sunday and while cleaning up I noticed that the floating brake disk is locked up. Most of the pins are stuck and won't move at all. I have not tried to take it apart, but since the pins are stuck it will be difficult to take the lock rings off. I realize these are new, but have you guys had this happen or have suggestions on how to fix it? It has the new cast iron disk.

There was an error by the assembly group in Birel that failed to place wave washers on both the sides of the screws. This is an item we spoke with the dealer group in Florida. I am sorry this happened.
