I have a 7 year old that is currently in Kid Karts. We are brand new to karting and looking to move my daughter up next year. I have found a new R31 chassis. Can she use this in rookie 1?

You could try, but you would soon turn frustrated. It is too much kart for this category. The correct kart is the AR 28z or some 28 mm kart. I'll ask one of our tech guys to follow up further to assist in explaining. Thank you for asking. It is the perfect question for customers considering next year's classes.

Welcome to the forums slchamp.
The R31, as Garry pointed out, is a full-sized racing kart. While it would be a great choice for you, a 7-year old needs something both shorter and of smaller tubing. The R31 or any other full sized kart will create problems with fitting your child in the kart - reaching the steering wheel, pedals, etc.
I suggest looking for either a Birel C28 (the most popular kart for 7-12 year olds in america right now) or the AR28z. The C28 with a micromax then minimax engine will provide you will usage for several years in a stable class.
