also if you can tell by the pic what kind of kart it is IE shifter or something else? didnt see the shifter by the wheel though?

Just by looking at it the axle is 30 mm, rusty and the brake is a base model brake. The motor is a PRD out Australia and we had issues with the quality of the castings of the case half's. (not a shifter) It is ranked like a KT100 Yamaha.
The paint on the frame appears to be pretty well chipped off just under the air box section. That tells me something about the age and care of the kart. The biggest issue will be the motor. It might be a great starter kart, but you would want to have confirmation that it still runs. You will note there is no exhaust system, that makes me cautious as well.
