What is the difference between the Birel r30sv and the r30 c-y?

Well - I changed my answer. Are you sure it was an R30sv... as we have never named them like that.
There is a difference between the Rx30 (which is a completely different design) as compared to the R30. The only main different in R30 models are 1. base model vs. MTS and 2. Bread box style bodywork vs. new bodywork.

On the gobirel site the R30 chassis is listed as R30sv however on the birel website, the R30 is listed as R30cy.

Ahhh.. Sorry Nick, I mistook your question.
The "sv" signifies what "YEAR" it is. Every 2007 Birel chassis is labeled as SV - and for 2008, every chassis will be labeled "se". Each year has a 2 letter code after the chassis model & tube size to specify year.
So - for 2007, the R30sv remained unchanged from the previous year's model, the R30sc. There are no changes from 2007 to the 2008 R30se either as this chassis has always been an entry level platform that remains homologated.
We did introduce a NEW 2008 R30 model called the R30Xse. This is a 30mm design that is very different comapred to the R30 and will see primary use in the WKA junior and senior 100cc categories. It has already logged some WKA wins from Daytona.

Will you be updating the GoBirel website soon to reflect the 2008 models?
I thought I also saw somewhere that the new Rx30SE was designed for Rotax as well as the 100cc classes. Looks like it comes with a bunch of new stuff like brakes, wheels, hubs, etc.
Is the frame made up entirely of 30mm or is it a mixture like the old R30 which has a 32 pipe in it as well.

Yes,
I will have 2008 models updated on the site within the next week - and several of the models come with the new hubs/wheels/brakes such as the CR32, R31, M32, DD2 karts, etc.
The Rx30 still comes with the 2007 brakes and rotor and the '07 model hubs and wheel sets. I believe the hubs and wheels would be options.
We have run the Rx30 in Rotax as well and it is an ALL 30mm tube chassis. As far as I know - the front tube is 30mm as well.

Isn't the front bar 32mm on the Rx30?

I was mistaken Dave and thanks for pointing that out. The front tube is 32mm as is typical with all the 30mm chassis. 31mm chassis will have all the crosses at 32mm, but the 30mm chassis will only have the front tube at 32mm.
The only ALL 30mm chassis is the world formula chassis.
